EdTech Innovation Sandboxes Workshop — Navigating Regulatory Challenges for Tanzania’s EdTech Sector

As part of the Sahara Sparks event, Sahara Consult, organised the “EdTech Innovation Sandboxes” workshop, focusing on the transformative role of educational technology (EdTech) in Tanzania’s education system. Sahara Consult in partnership with the Mastercard Foundation is implementing the Mastercard Foundation EdTech Fellowship program in Tanzania, making it one of the thought leaders in the EdTech ecosystem. The workshop convened over 35 representatives from the Ministry of Education, Science and Technology (MoEST), Tanzania Commission for Science and Technology (COSTECH), Tanzania Institute of Education (TIE), EdTech startups, investors, and educational professionals; all gathered to explore solutions to regulatory hurdles facing the EdTech sector.

Workshop Overview

The workshop’s core aim was to introduce the concept of EdTech Innovation Sandboxes — a controlled, regulatory environment where EdTech startups can test and refine their solutions under the guidance of regulatory bodies. By fostering a structured and supportive framework, these sandboxes aim to streamline the regulatory compliance process, enabling EdTech startups to innovate confidently while aligning their solutions with Tanzania’s educational standards.

This workshop was a pivotal platform for discussing the feasibility of implementing such sandboxes in Tanzania and aligning their objectives with the National Digital Education Strategy. The strategy envisions the integration of digital tools across all levels of the Tanzanian education system, enhancing access, quality, and relevance in urban and rural settings.

  1. The Government’s Role in EdTech Integration: Senior representatives from MoEST, COSTECH, and TIE underscored the government’s vital role in supporting the EdTech sector. They highlighted the objectives of the upcoming National Digital Education Strategy, which will establish a unified framework for digital transformation across Tanzania’s education system. Through this initiative, the government aims to create a cohesive approach to digital learning, ensuring that technology is leveraged to improve learning outcomes at scale.
  2. Supporting EdTech Startups through Sandboxes: COSTECH and the Dar Teknohama Business Incubator (DTBi) emphasised the benefits of regulatory sandboxes for EdTech startups. These sandboxes would provide a protected space where startups could pilot and iterate on their innovations in collaboration with regulators, ensuring compliance with educational standards before a broader rollout. This model supports EdTech startups in developing viable solutions and facilitates their entry into a complex and regulated market.
  3. Addressing Regulatory Hurdles: Participants highlighted the regulatory barriers faced by EdTech startups, especially around curriculum integration and compliance with educational policies. Through a structured sandbox model, EdTech innovators can work within a guided framework to overcome these challenges, thereby reducing delays and improving the alignment of their products with national educational objectives.

In interactive group sessions, participants outlined a comprehensive framework for establishing an EdTech Innovation Sandbox in Tanzania, focusing on key structural components:

Objectives and Goals: The sandbox aims to support the sustainable development of EdTech solutions that align with Tanzania’s educational priorities. It provides a pathway for startups to refine their innovations while adhering to regulatory requirements.

Regulatory and Legal Framework: Discussions centred on aligning with existing legal frameworks, emphasising regulatory flexibility to accommodate evolving educational standards.

Governance and Management: COSTECH and TIE were identified as potential governing bodies to oversee the sandbox, leveraging expertise in education policy and regulatory compliance.

Stakeholder Engagement: Effective collaboration between internal stakeholders (MoEST, TIE, COSTECH) and external partners (EdTech startups, investors, educational institutions) is critical to the sandbox’s success.

Continuous Improvement: Participants agreed on the importance of a robust feedback mechanism to ensure the sandbox remains responsive and adaptive to technological advancements and sectoral needs.

Recommendations and Next Steps

  1. Strengthen Multi-Sector Collaboration: Continued coordination among government agencies, educational institutions, investors, and startups is essential for the sustainable growth of Tanzania’s EdTech ecosystem.
  2. Provide Policy Feedback Mechanisms: Stakeholders are encouraged to review the upcoming National Digital Education Strategy and provide input to align it with the EdTech sector needs.
  3. Host Follow-up Workshops: Future workshops will refine the sandbox model, address evolving regulatory challenges, and support the EdTech sector’s growth.
